Certainly in France it's not a legal requirement, although a lot of people (including French people!) think it is. However if you're stopped for a blown bulb you can be required to fix it before continuing, which means if you haven't got a spare you have to go off and find one - on foot!
All in all, much simpler to just carry spares in the first place.

I did a Euro-road trip this summer (not in a BX however), a bulb kit is mandatory in many EU countries, useful too as we did lose a couple of lights. Sort of a bit redundant now seeing as in many modern cars the headlights aren't designed to be accessible. Other than that, we had to carry a a first aid kit, two visvests, a fire extinguisher and the good old warning triangle, which leganally isn't meant to be kept in the boot either!
*edit* Look on ebay for one - got ours for about a fiver I think, and the bulbs worked fine. Had fuses too.
