Most garages/people just fit new brake pads when the old ones are worn down. But they should service the brakes and make sure the caliper slides freely and the piston in the caliper is not seized up (stuck)

Or it could be the handbrake is adjusted too tight or sticking.

Normal maintenance will cure most of these problems with almost no cost.

Or, you need to take the pads out and clean out the inside of the caliper thoroughly - part of the brake service Ken talked about.

In any case, you will need to remove the pads to do what Ken suggests.
Back on two wheels and pedal power for the moment.

also check the hand brake cables were they run through the giuds on the leg/strut, as the outter cable cracks letting dirt and grit in which causes it to hold the brake/s on sometimes
