Pretty much yes, it all applies, or at least as much as I could be bothered to read!
It's been well mentioned on here before about tuning up TD's, but in essence the proceedure is the same be it 17 or 19 TD units.
Things like Bosch or Lucas pump make a difference (much easier to tune a Bosch pump)
Turbo makes a difference too, IE Garrett or KKK...

the 1769 is a far better engine to tweek really. There's more meat around the cylinders, so they tend to blow HG's a tad less than the 19TD, Ok, it's only 3mm difference in the bore, but 3mm is still 3mm extra.
IMHO the 17 is a sweeter engine all round really.
