I've just noticed that old route to them from www.motoinfo.gov.uk has changed. They have linked that mini-site with the main Direct.gov.uk portal and to find the manuals, you have click from there to VOSA to the Transport Office. Having said that, the direct link hasn't really changed.

Other MOT testing manual sites are available, but this is the official VOSA one.
