OK, what's this bit called?
And can I order one from Citroen? I phoned them and really, I don't think they knew what it was - and if it was available, . Any idea if it's available as a separate part (number?)... Or maybe someone here has one spare?
It's the black plastic 'bone-shaped' arm that connects to the engine end of the throttle cable, and included a bolt at one end. It should freely swivel when bolted in place but mine is seized up completely, which is why I've had to loosen the nut (to allow movement) and put some wire on it for added peace of mind.

Throttle arm linkage? Dunno if that's the 'official' name though! But if it doesn't free off with lube, any car with a similar Lucas pump in your scrapyard will have one. Or a diesel injection specialist (Ideally a Delphi Service Centre) if there's one local to you?

Mats got that slightly wrong, your Photo above depicts a Bosch pump as can easily be seen by the position of the fuel stop solenoid !
But the is the same, just get a good 'Dog-bone' off a donor/scrap XUD lump from the scrapper's (I may have one on an old pump, I'll take a look and let you know) !

Hang on a minute, what am I going on about? I reckon that's a Bosch pump there. Dunno why but I thought you had a Lucas (/CAV/Delphi) pump, despite seeing the picture!
But the same comments still apply - just look for a similar arm in a scrapyard, it won't be unique to the BX. Citroen probably just bought the pump in complete, and hence won't show individual items as spares.

Not sure what the official name is, but the hole that bolt goes through is actually threaded in the plastic arm.
So, if you carefully remove the plastic link complete with the bolt, you may be able to unscrew the arm, using some gentle persuasion, good luck.
Added, I suspect the bolt has been over tightened locking the arm, when the arm is designed to rotate on the thread.

Sure is, well all the Bosch pumps that I have come across have been.
Just taken the lever off my spare pump, and took a picie.
Incidentally, looking at the picture that Philip uploaded, the pivot, has been assembled upside down.
So Phil, I think it is recoverable, look at my picie below, for the correct orientation, long threaded end at the bottom, and leave some thread each side of the lever and lubricate, no nut on the bottom:
