Air intake temperature ?

On petrol versions there is a thermostatically controlled vane which controls warm airflow drawn from around the exhaust.

Does this control the air intake temperature fully - or does it just aim to keep it at a minimum temp ?

Does anyone know what temp (minimum or controlled) the airflow should be at the input to the carb ?
