It could be. I would say the steering is a little bit on the heavy side even when the power steering is working compared to my other cars but it still rises quickly in the morning (under 15 seconds).

I agree that BX power steering is not as light (or lifeless) as most modern cars.

The steering requires volume of fluid rather than just pressure. With a pump giving reduced output, all the other hydraulic features still can work fine.
