Does the heated rear screen work? If not, check the fuse.

A general rule on old Citroens is to check the wiring and connectors - especially on something like the horn, which is a bit exposed.

Its possibly corrosion on the connectors to the horn unit itself - these are in the nearside front wing behind the bumper - and difficult to get at. Higher spec cars have 2 horns and if one fails you get a feeble sound from the other.

I managed to revive the one on my car that didn't work by wobbling the connector around using screwdrivers through the bumper.

Ideally - see if power is getting to the horn unit - and then work back. Otherwise have a good look at the wiring diagram and see if you can find a junction between 2 parts of the loom - then test each side. Haynes numbers the connector pins - so you can then see if power is coming from the column switch and also if power applied to the other side operates the horn.
