does anyone know where I can go and buy a new camshaft for the BX19 carb engine

A scrapyard may be your best bet unless you want to spend a lot in a Citroen dealer
Why do you want a new cam? 1.9s usually wear their cams well, it's the 1.6 that could wear them.
If you do get one from a scrappy, get the followers (buckets) as well and keep them strictly in order. If you opt for new, replace the followers as well. It is never a good idea to run a new cam on old followers or a used cam on another set of used followers.
In any case, you'll have to check and reset the valave clearances...
EDIT: Any of the well-known cam grinders may be able to do one for you as a special although they're centred around the 1.9 GTi cam and these may be a bit too hairy for your application

Lets start with the obvious - have you tried your main dealer?
They generally seem to last well - so a second hand one should be OK
The timing for a 19 TRS (1989) was 3AT-46AB-40BB-2AT and strangely the 16RS - TRS has the same timing but not the RE. The 8 valve GTi is different.
Peugeot 405 carb 1.9's seem the same (timing stated to an additional decimal place.)
Source - Glass's technical info 1989 - very reliable as it stated the TD BX has vacuum servo brakes!
