How many hours Labour to replace Headgasket

I just got my bill for my Head Gasket! Now bearing in mind a seperate charge to an Automotive engineer to reface head and pressure test.

That leaves just dismantling and assembly the labour charge came back as 12 hours. Suddenly an extra 4 hours labour on the bill! Sounds wrong to me?

Hour to remove, 2 hours to refit and run up I'd have thought.
