This is 100% correct the DVLA does NOT send out a reminder to the vehicle owner for the RFL or SORN once a VIC marker is set against it !

You should be aware that the DVLA are usually Slooooow when it comes to up dating info on their data-base, also the insurance company may have had the notification lying in a clerks in/out tray a while before informing the DVLA and therefore the scenario /\ may have not got captured/updated on to the DVLA database prior to the last/current invitation for you to renew the RFL or SORN notification.
Next year/time you will find that the letter/reminder will not be sent out, also bear in mind that you run the risk of being stopped by the Police when a vechile which has a VIC marker set against it, as it will also show up (Eventually) on the Police's ANPR data-base as needing this VIC inspection by VOSA !
