What are the symptoms? As the BX doesn't use a resistor to control the blower motor speed but a transistor mounted in the blower casing. This thread may help...

I've had it to my local citroen specialist who looks after the car and that's what he said it needs. It's a small black unit about 2ins by 3 ins by 1 inch with a four or five socket plug on one end that fits into or behind the blower casing. The symptoms are the fan runs but only very slowly. We changed the speed control switch on the dashboard face but to no avail. At the moment it's wired straight to earth from one of the wires leading to the fan motor and it's on full all the time the ignition is on. The mechanic says if we can't get hold of this unit the only thing to do is fit a switch so it's either on full or off!

That's the transistor assembly - if you take it out chances are it won't have failed (if it has they tend to be on all the time) but it will have corrosion on the casing. Clean it up and you should be OK.
Worth also checking for a good earth too - it takes a fairly convaluted route and from memory you can prove or disprove it by running a temporary good earth to pin 3(?) of the control board inside the car. (Check before attaching any wires, there's plenty about the problem on here).

Yup, I agree with Matt, when they fail you end up with full blow all the time.
Remove the item to clean it up and maybe even resolder all the joints on the PCB
