Good point ken i am running the 16v wheels with the 6j rims and 195 60 14 tyres but i wouldnt of thought that would of made that much difference as the other Engine and box were ok with them so i am looking for ideas, as billy said he had no problems so i am wondering if it is an adjustment thing or air in fuel or something along those lines.
Just a quick idea if we got the timing belt a tooth out or something would that make a difference.

It could well make a difference in that the speedo could be out due to different sized tyres. Quite a common phenomenom, usually though where 14" wheels are replaced by 17" wheels for example.
Stick some standard wheels back on and take it for a good blast, see if the speedo magically climbs back up to what I know it should!

I am going to check the belt and timing tomorrow and just make sure I will keep you posted.
I know the engine and box is fine as billy was breezing round the uk in it so it is going to be something stupid like an adjustment or something I am still eternally gratefull though as my poor old engine was on its last legs so I work on the theory that i dont do that much motorway work and it is running very sweet so i am happy and i will just poddle on checking the adjustments.

Sleepy - 195.60 X 14 tyre has a circumfrence of 1844 mm and a 165.70 x 14 has a circumfrence of 1848mm - so I would have thought that the difference was well below the accuracy of calibration of the speedo - let alone be of any significance! (about 0.2%)
I would have thought that had the timing been 1 tooth out it would have been noticeable - showing one or more of the usual diesel complaints - slow, smokey, noisy, quiet, difficult to start.
I'm slightly surprised that you quote the maximum revs available as being 4300 as I always thought a N/A diesel would rev a little higher - 4600? - the 4300 limit is certainly true for a TD.
85 flat out in 5th is a bit slow - I'd have expected 100 or so - ie running out of power before revs in 5th gear. However all may not be lost - apparently its easy to change the 5th gears by removing the end cover with the gearbox in situ. After a bit of research it may be that a set of TD 5th gears would improve things - albeit probably giving you a set of sprint gears for 1-4 and an overdrive 5th. (N/A diesel approx 23 mph per 100 in 5th - TD approx 26. - if you're interested I'll work it out properly)

I agree with you over th cold start - I was thinking of clouds of smoke and great reluctance to do anything rather than something that clears after 10 seconds. What did the gearbox come from - If I know I may be able to find some ratios
Rev counter calibration wouldn't be affected by gear ratios - and I'm not even going to dare suggest that you wouldn't notice the difference between 85 and 100!

The engine and box came out of cavmads old 92 bx TGD estate.
but as cavmad has said it was fine and infact he thinks he has had it to a ton but definately to 90 i am working on the lines of an ajustment as it was straight out and into mine the only thing that was done was the belt and clutch.

My 1989 Glass technical specifications book states that different final drives were used on saloons and estates for N/A diesels. This was with the BE 1 gearbox - which interestingly had the number BN43 for the saloon and BN44 for the estate.
The ratios quoted are saloon 3.94:1 and estate 4.0625:1. (incidentally the saloon one is the same as haynes quote for the ZX 1.9D). The rest of the ratios are0.757; 0.969; 1.250; 1.850; 3.250; R3.333:1
I'll try and translate this into something more meaningful - oh life was simple with straight through top gears!

estate - 22.356. (seems about right)
