Who supervises the scheme?
VOSA is the government agency responsible for supervising the MOT scheme. It does this by:
authorising MOT test stations and approving MOT testers
setting standards for testing and requirements for authorisation for the MOT test station and testers
training authorised examiners and MOT testers
visiting MOT test stations and carrying out checks to ensure testing standards and facilities are maintained
giving advice and taking disciplinary action where tests are not being carried out to the required standards
dealing with appeals and complaints from MOT customers

No it deffo is now

See Section 6.7 ---> http://www.motinfo.gov.uk/htdocs/m4s06000701.htm" onclick="window.open(this.href);return false;

It came in January 2012, when a number of things (with a big black vertical bar in the testers' manual) were introduced due to EU Directive 2010/48/EU (all about harmonising EU vehicle testing standards)

Another one is steering locks must work, but only on vehicles first used on or after 1 September 2001.

Up-to-date MOT Guides and Manuals can be found HERE (maybe someone might like to sticky the link to these official VOSA manuals)

Have now sorted the speedo cable, so please feel free to continue the discussion!

Very interesting. MoT or not, I'd still like to have a working speedo... although it's easy enough to work it out from the rev counter.

Never done one before so it'll be a learning experience.

Brian.

I'd forgotten about that, it was a new fangled invention when I last took trucks for Annual Test a few years ago and I suppose the majority are digital now anyway. We still run all analogue trucks from our depot but that's only because our trucks are specialists vehicles that we run for the full life of the vehicle from new. This years disposals were 1987 Ford Cargos  . Our London depot have had all the new allocation trucks for many years now because of the increasingly stringent LEZ compliance requirements. We are the poor Northern relatives in the increasingly widening North/south divide :|

1. Speedometer not fitted.
2. Speedometer incomplete, clearly inoperative.

How can they tell it is ''clearly inoperative'' without going for a test drive? I've never seen an examiner test a speedo for operation or a VOSA examiner test a tachograph is registering.
Kevan,
The MOT tester, tests the speedometer operation on the 'Rolling Road' at the same time as they check out the brake performance

Therefore, it is part of the an MOT test/requirement (As from 1st January 2012)

.
Yup, but like I said unless you've got an anal MOT tester I'd be amazed if you had an issue, being that test drives aren't part of the test unless you have an LSD.

That should read 'I have acquired a new cable'

I'll probably try and fit the cable (carefully routing it as best I can) and replace the speedo with the new unit I have in the garage just to be sure. Is it easy to swap the mileage over?

Or for some reason they need to use a Tapley meter to test the brakes - both my Land Rover (I'm told because of the transmission) and GS (possibly due to inboard brakes?) are tested on the Tapley - I know because they've left it in the foot well more than once

The theory is that it won't do the centre diff much good on a 4x4 if one set of wheels is spinning and the other isn't. Didn't think any of your fleet had a centre diff though, so maybe it's a rule they've set for all 4x4s regardless of the transmission system.

Nope, no centre diff on any of mine!

I was told that there had been some prop failures when testing transmission brakes on 4x4's with disastrous results for both the vehicle and the garage equipment, but I must admit your reason sounds more likely.

You do turn up some odd things on MOT's - they can only give me an advisory on wipers and washers on the Land Rover because according to the computer it's got a folding windscreen, despite the fact you need to remove the roof to do it.

In answer to your question about changing the mileage over, its v-easy, i'd recommend putting some sellotape over the mileage drum that you want to use so that it lines up perfectly before fitting it. Did that on my tzd turbo, you'd never know that it was a replacement speedo as the mileage drum is correct & works perfectly :)
