Doubt it as at a guess, you'd need to change the pistons to drop the compression ratio. Turbos tend to run at a lower rate than NAs. They don't just bolt on a turbo and hope for the best!

Are there any advantages to using a 1.9 TD from a Xantia, rather than from a Peugeot?. Would that have the pulley, or provision for one, to drive the HP pump?

No, neither has that provision unfortunately. Just had an idea - the 205 turbodiesel was the same capacity as the BX, and some models were fitted with power steering. This was driven from the end of the camshaft in the same manner as the BX HP pump, so that would be more of a straight swap. Again though, the difficulty may be in getting a good used engine...

Mat, the peugeot 205 one seems to have been 78bhp not 90bhp like the Bx, and 205 slower than the heavier BX. according to Parkers and another..

As far as I know, the difference is down to the lack of an intercooler on the 205, but there may be other differences that more knowledgeable people (David R, Doc) can point out.
