If I had access to a lathe I would certainly have a go, and I guess only moderate hardening would be required when using the softer Kunifer / Cupro Nickel pipes.
I mentioned my flaring tool project in another thread:
I made some experimenting with different designs for a DIY Citroën hydraulic pipe flaring tool. The one I ended up using is a simple design made from scrap iron and a threaded bar. This design enables you to join hydraulic pipes even in the field conditions (=underneath the car).

I also experimented with a more innovative design, which - even though it seems to work - is unfortunately not very convenient to use. The idea behind this design was to use only a lathe and a bandsaw in making the tool, as I was not certain I would be able to drill a sufficiently straight hole to enable the design of the first link. Here in Finland, a 3,5 mm pipe costs about 4 euro/meter, and the unions are around 2 euro per piece (if you do not make your own unions, which is pretty straightforward if you have access to a lathe).

There was a long(ish) discussion on the Finnish Citroën forum about a year ago, with several different ideas for a tool proposed, sketched and discussed. There (from page 2 onwards) you can also find the correct dimensions for the flare.

See now thats a worry. They didnt have any 6.35mm pipe in when i called before christmas, with no clue on delivery date. Now they do not sell the tools flaring tools anymore. Hydraulic specialists? Not on your nelly it seems.
