They should be changed in pairs, yeah. It's just with some parts you can supply them independently, but not others. No logic to it in some cases.
With Ford genuine bits, you supplied two discs, billed two discs, sold one box with two discs in it!
With Bendix discs, the part number is for a pair and they're priced as such. They're not available any other way, so you bill one item.
With ATE/Delphi/Motoquip (Valeo basically) you bill two discs and supply two discs in seperate boxes. Could easily sell one if you wanted, though like I said....we used to refuse if anyone asked because having an odd number of discs left is pretty pointless at stocktake!
Mind you, where do you stop? Tyres probably have more of an impact than brake discs, and you can change those independently. Shock absorbers again....available on their own.
That said, if you read the small print the warranty on shockers is usually void if you can't prove you didn't buy a pair at the time. Same goes for boot lifters.
