I've found Footman James can be like that - their quotes seem to change each month, and it's a lottery whether it's in your favour.

I sorted the 16v out last month with Heritage - £135 for the year, 2k miles and track day cover. The next nearest was £180, then £280! When I told them I'd insured it on a normal 12k policy with Swiftcover last year for £199 they went a bit quiet!

I've never had that requirement with Tesco! On some vehicles perhaps, but not all.
