Mulley, the icccr i can't guaranty, but i will try to go to the eurocitro.
As you guys might know, the economy in Portugal is going through the drain hole, and so its difficult to repair the GTI "in a jiffy".

Now, something that i need the help of you guys. My 1600 has hard valve guide oil seals. I would like to know if is there any temporary solution for the smoking problem that doesn't involve removing the cylinder head.

You can buy (over here at least) magic potions which claim to cure oil burning problems. I'm sceptical of their claims, but have never tried them.

An alternative to removing the head (which isn't that difficult on these engines) would be to change the oil seals in situ. If you can connect a compressed air supply to the spark plug hole you can then remove the valve springs and seals without the valves dropping. It may even be possible to prevent the valves dropping by feeding in a piece of string into the spark plug hole, to fill the combustion chamber.

A thicker grade of oil will reduce the burning a bit, the additives work the same way.

Many years ago I had a GTI 8V that burned oil.

I took the head off, and the valve seals were rock hard.

I replaced them, along with the valve springs,and a set of gaskets, then I ground the valves in the old fashioned way.

When I put it together it burnt no oil, and ran really sweetly for years after.

as it has only 8 valves, its not so bad a job.

If you want to keep the car, it is worth doing.
