It does, but the usual symptom of insufficient tension is slipping, and if it was slipping enough to be smoking then I'd expect it to have failed by now.

I remember seeing the smoke when we collected it, and thought that it was coming from the air filter tubing, i.e. from the breather system.

Also a slipping belt is usually associated with squealing, especially on damp days until it gets a grip. No squealing but smoking would presumably mean no grip at all which would negate both suspension and power steering? :?
