I found a cunning way to modify those metal bumper inserts, you know the black ones that stick to the bumpers using clips? Basically the paint on mine was flaking off in really large chunks, but instead of painting them I decided to try something else. What I did was I took them off the car and removed all the old paint by peeling it off. Then I cleaned them and using a roll of black electrical insulating tape I covered them from end to end with one really long piece and trimmed and folded the edges in using a crafts knife. They ended up looking really good and are relatively hard wearing. Job took about 10 minutes for both front pieces and it cost almost nothing.

Personally, I'd not worry too much. Fill the holes and run black tape around, carefully cutting the ends to conform to the depression in the bumper. I imagine, though, that somewhere there is a bendable strip of something from an unassociated source (something like a narrow curtain track) that could be black-taped and stuck into place using velcro dots?

If you can find them, the rubberised black plastic strips from some BX models work well, but I can't recall ever seeing them as original on a rear hatchback bumper. I have also owned several BX hatches which seemed to have tape over the metal inserts, though I didn't do it myself.
Back on two wheels and pedal power for the moment.
A trip to the hardware store proved quite useless. I was in search of the curtain tracks but the sizes they are sold in are too large.
Next idea, double sided tape with black insulating tape over it. Near impossible to cut and fit to size.
I then got frustrated and just stuck the insulating tape directly on to the bumper. Whadda you know? It fits the depression nearly perfectly.
I know its a cheap bodge, but the result doesn't look half bad, certainly better than it was before.

Yeah that towbar was an eyesore and we don't own the trailer anymore so it was an easy job to remove it.
If I get hold of the right colour paint I will definitely dab over those imperfections (gaping voids) and I will also consider spraying that black piece underneath the spoiler.
