If he has taken money against the car, its a deal. His refusal of the rest, under reasonable conditions is not on. So in theory you can take him out for loss. That will be any money and legitimate expenses, time and the loss of enjoyment of the item to be bought, as you had an expectation of using the car. In reality HM Gov has made such a case very difficult to bring at a cost where it is worth while, since it does not guarantee the award of costs against the guilty party on winning. There have been many instances of a case won where the injured party remains out of pocket as he was denied costs.

I'd look up details of taking him to to the small claims court to get your money back, if you win & he still doesn't give you the money back, then get the high court involved, its not expensive & baliffs will turn up & demand payment or extract goods to the value of the claim & their expenses, there's been a programme on telly which makes interesting watching, its immediate payment or goods get taken away immediately, & theres nothing these fuckers can do about it as the law is on the baliffs & your side, haha.....do some research
