Yes, that is a strange spoiler - looks as though it's got extra reinforcements to cope with extreme speeds. Obviously some kind of secret prototype that goes at least 350 kmph! 
That's a great spot Carl being almost a thousand kms from your 'hood'.
There are a few in Germany but I think they're mostly on local missions, not used for Autobahn burning!
