Hertfordshire's within the London orbit - but certainly not London itself. On a quick look at my local Gumtree sites I'd say it's more a reflection of the typical type of ad on Gumtree.
I'm not sure how Gumtree works commercially but it looks like there's a bit of a laissez-faire attitude to what can be advertised and how it's advertised. In fact there's little of the supposed "regulation" that characterises ebay nowadays. "Put your ad on then sort it out between yourselves and don't involve us" seems to be the Gumtree ethos.
