As title listing spotted on E-BAY (looks as its only a three day listing) with no photo's seller may struggle to get a decent price !

Strictly speaking Dave, thats only true up to 1974, later plates all came under the Preston DVLA banner and some BV plates were allocated to Blackpool area (JBV) to add to the confusion, though again they all got registered at the Preston DooVLAy office.
I suspect however that this BX came originally from Bank Top - so yes it probably is a "Blackburn" plate

The ones in bold seem to have been the most prolifically used for some reason.
You also find oddities like EO being almost (but not totally) exclusively found on Nissans - and not just from one dealership - which is odd.

Being an old bugger, it's the pre-74 regs that I was meaning!!
IIRC, Blackpooly-type regs used to be "FR"s.
I used to own a lil book that had em all listed.....not seen it for yonks.
