Fuel Injectors - Seals and ECU testing

BX GTI still won’t start. Ignition - new plugs, dist. cap, rotor, checked coil for power and ground, had spark at plug. Injection - removed and tested each injector with an electric tester - all pulsed. Trying to test ECU pulse to injectors and spray pattern, but with the fuel rail removed and injectors in place, too much fuel leaking. Removed injectors from rail to inspect outlet for anything that might cause leaks. First photo shows two outlets in the rail - one had an internal seal, other didn’t, and the latter had the second-worst leak.

Here’s the seal, looks identical to injector seal.

The seals are the same size, but nothing in manuals describes the internal seals. Are they essential and the same size/composition as the injector seals?

Is it not just an old seal that's been left in place? I only remember having the single seal on the injector.

Thanks, Nanny - that seems likely. My mechanic thinks the same thing - I had never checked this until recently.
