Yes as I'm using those on 406 alloys on the GTI at the moment.... It DOES depend on the particular wheel though. All the OE wheels will be fine, some of the aftermarket ones are slightly thicker / thinner so will need longer or shorter bolts (usually supplied with the wheels).

So yes :).

There're only 15 bolts in the pic.
• 1992 Citroen BX TZD Turbo Hurricane
• 2006 Xsara Picasso 1.6 16v

I've got standard BX alloy wheel bolts holding aftermarket alloys on my TZD estate no problem.
