Hi has anyone any advice or tips i have used the info from the rbwsmith site.

Do you have or have you got access to an oscilloscope?
If so you could 'scope across the output LED (not the red) and check you have an output pulse train. Then you could 'scope the relevant parts of the receiver to see where the signal is lost.
First of all though I take it that you observed the following 'wobbly' bit:
"noting that low should become open and vice versa; high remains unmodified"

I believe Bob Smith included the datasheet for the receiver/transmitter IC used ?
Its easy to check if it works given the luck you have access to a scope. My best bet though is that you have a dry solder joint in either unit.
Note that it is no guarantee the sender is transmitting with the visual red LED. This LED is in parallel to the IR led which may still have a dry solder joint - or the max current resistor may have gone open circuit.
