I need to change rocker cover gasket on my BX 19 Diesel (non turbo)
Do I need to use gasket sealant when fitting the new rocker cover, and do I need sealant on the gasket, rocker cover or both?

A little sealant certainly wont hurt!

They're designed to go on dry. Just make sure the surface is fully smooth and prepped. Use a bit of Hylomar (correctly) on the mating face if you've had issues with it leaking in the past.
